Dr. Joseph Peck is known as Dr. Breakthrough, the CONNECTer and the Journal Guy. He is the founder and executive director of Webinars 777 and is a creative marketing and communication specialist. Click here to visit Dr. Peck's Webinars 777.
He hosted this webinar on July 31, 2012. We were joined on the panel by John Anderson, Carl Krames and Jason Hubbard; apostlic & prophetic leaders, CONECTers overseeing the mobilization of churches in Gig Harbor WA, Gainesville FL and Whatcom County Washington.
You'll see and hear an overview of the strategy, hear powerful testimonies of supernatural signs, wonders and the measurable results (ie. salvations, water baptisms, economic prosperity, decreasing crime etc). we've seen testified by those who helped produce the results.

Questions and Answers from this Webinar
We were privileged to have men and women of God from 8 different nations and 16 states listen in. Here are their questions and the answers. The orginal questions are in bold followed by my answers. For more Frequently Asked Questions click here.
- How do you meld the different ethnic groups within a city and encourage them to work together? Vision! You focus on the highest common denominator and that is presenting the Lord Jesus Christ and His gospel of the kingdom.
- How can different faiths come together? Servant leadership! We use the ORT strategy as a way to mobilize continual prayer and form councils from all 7 spheres to discover what transformation looks like. In this process we discover not only what opposes the gospel of the kingdom but also who our allies are as well. This is all good spiritual intelligence. Secondly we begin to build relationship by serving others. For example just last week I was in PT Townsend Washington where they invited their mayor to speak to their prayer council. The mayor is agnostic. Yet his heart softened as he saw we were trying to pray for and serve him and his community. It was a witnessing opportunity. However, we have kingdom minded leaders there who lead the churches in that county to ensure we are praying and acting in accordance to present the gospel of the kingdom of Jesus Christ.
- Do we pray for the church to move out of its walls and into the street? Not part of the world but in the world.... Absolutely! Not only do we pray but we find ways to put faith in action with wisdom. ORT even initiates this process of getting the Church out in the community to discover how we can serve them.
- What are strategies for bringing different parts of the Body together in unity even if there are major differences in theology and how can we do so that transformation in the city to take place? How to pray for city transformation and call people to pray? How do we unite the body of Christ in mercy & grace rather than divide it with pride, shame, & self righteousness? See the first response above. Operation Rolling Thunder (ORT) equips kingdom minded leaders as servants to use the first principle of war. It is the principle of objective. It helps leaders discover their objective, what opposes them and who the allies are. They develop prayer targets from this. It is the prayer targets, the focus that brings unity not a style or methodology. Hence the Baptists can pray in their tradition while the Pentecostals pray in theirs. The thing that brings unity is a common target such as decreasing crime, increasing salvation, lowering abortion etc. As the principle of objective is applied a baseline is established in your community and the leaders within each council can determine what to measure in order to gauge the effectiveness of their prayers and action. This is why Whatcom County knows that they are being effective. They’ve seen a 70% growth in the number of Church plants in 6 years, they have the lowest abortion rate in any county of my state, they’ve set records for adoptions 3 years in a row and…. The list goes on. ORT and the principles I teach empowered them to direct the spiritual war in their community. The second principle of war is the principle of mass. Mass defines power and can be determined by numbers of people. Every single person we add greatly increases our power. Hence every single church exponentially adds to that power. Using the wisdom from the strategy and Nehemiah we build a wall of prayer in a city.
- How to involve the uninvolved pastors or how do we bring pastors together? Using an Operation Rolling Thunder Kick Off you can present the vision. The whole process of mobilizing your city will help you find other kingdom minded pastors. That is who you work with first. Set an example for others to follow.
- What is the tipping the point? The tipping point is finding the catalytic leaders in your community who will make a decision and say I am convinced this is God and I will take action.
- How have you gained participation of city leaders? As we mobilize 24/7 prayer we simultaneously form councils in all 7 spheres. We initiate this process through an Operation Rolling Thunder Kick Off. At this Kick Off we discover others that carry the same vision and we empower them, send them to go into their community and find more. They do this by reaching out to other leaders in their field or setting appointments with the mayor, city council, police chief, business leaders, heath care leader, and media. We ask them certain questions (see the book Operation Rolling Thunder) and discover how we can serve them. What would transformation look like?
- How can creativity, invention and innovation be instrumental? This is why we form councils. Proverbs 24:6! Every city is unique and while the principles and the overall objective is the same (transform their community through the presentation of the gospel of the kingdom of Jesus Christ) each city will require unique and creative solutions. No one city is like another city. People and gifts are different. God made us in His image, God created and He wants us to create too. He just wants us to build a relationship with Him and one another as we do it. I get excited when I see the strategy initiate the gathering of the Church together council by council and seeing the creative solutions and strategies they develop and employ.
- It appears that without church leaders it will be impossible to do what ORT is doing? The key to the success we’ve seen is discovering the gifts already gave each community. There are some God has gifted to lead, envision and implement. He has given some a gift of wisdom and strategy. Others hear very well, others see and still others serve (Romans 12, 1 Corinthians 12 and Ephesians 4, 1 Corinthians 12:28). You will discover two distinct types of leaders we look for in my book Developing Apostolic Strategy. They are catalytic leaders and have the characteristics of those who carry the gift of apostle and prophet. I have worked with every denomination. The Lord has given me wisdom as to how to share about those two gifts such that we don’t get tied up by a title but we focus on the function of the gift.
- What role does Kingdom Economics play in city transformation? It plays a huge role. ORT is based upon the restoration of David’s tabernacle. Offerings and tithes were an important part of the WORSHIP that went on. David set up a distribution system so as to ensure that the administration of 24/7 prayer praise and worship occurred continually. This welcomes God’s abiding presence, the Spirit of Wisdom and Counsel and Power and Might to dwell in the midst of a people. This was the FIRST action David and the leaders took. Then they began to expand the kingdom and prosper as they got victory after victory. The key to economic success was paying attention to God’s house first. Then as they went out into new territory they had a powerful prayer cover preparing the way before them. The testimony I had Jason share about the financial services business making 25 million while the other 367 firm lost money (35-50%) was a practical example of what I mean.
- We have formed a transformation network in Dubai and have been meeting for prayer and organising worship events. Is it linked to revival? How it works and how to get involved! Marvelous! We’ve seen ORT equip the Church to connect and mobilize in a number of Islamic nations. Because the strategy of ORT is based upon Biblical Principles, we have discovered it empowers the Church to be effective in any nation.
- Steps to get started or How can we support the pastors in activating their church to pray, i.e. what tools and methods can we provide to them? – Visit www.ORTPrayer.org today, sign up for the e-newsletter, order the books, Strategic Leadership and the Operation Rolling Thunder Kit from our store at http://www.kingdomleague.org/store.html . I’ve had many use these tools to empower them to mobilize on their own. Or, you can invite myself or any other CONECTer I’ve trained to come and teach, consult, help you form strategic councils or host an ORT Kick Off.
